In case of emergency or holidays' or any absence of the President, who is the Head of State. His duties will be passed down to the next person in line. Their duties will then be passed on and so on. This can only be done, with the President's Permission or in case of emergency, Prime minister and Deputy Prime Minister.
The Official council of Ministers and Council of Honoured Bobalanians will also stay active during this time.
Official list:
Prime Minister Deputy Prime Minister Home Secretary Foreign secretary Defence Secretary
If none of these are active for over 5 days, then the rest of Paliament will officially form an interim Executive Council who will run the country.

Indeed I agree, it is a real shame, I started playing habbo a few weeks ago, and got really involved in a school on their, even became Deputy Head But Its nothing like Bobalania.
